Cursor changes to default until mouse moves, when DOM changed in iframe

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/62.0.3202.89 Safari/537.36

Steps to reproduce the problem:
1. Go to https://www.raceresult.com/en/software/opendemo.php
2. Click "Main Window" (top) -> "Start Times / Finish Time Limit" (left). 
3. Hover the 6 small icons in the top right corner. Should have {cursor:pointer} but reverts back to default cursor when a timer changes the DOM in the iframe

What is the expected behavior?
cursor should not change

What went wrong?

Did this work before? Yes I think it was okay in Chrome 61

Does this work in other browsers? Yes

Unable to reproduce the issue on reported version 62.0.3202.89, latest stable 62.0.3202.94 and latest Canary 64.0.3246.2 using windows 10

Could you please re-try the scenario by creating a new profile or removing unwanted extensions 
Please follow below steps to create a New profile
(i)Launch chrome>>Press Alt+E>>Settings)
(ii)Under the section headed People, Click on link Manage other people>>Add person

Please verify screen-cast and let us know if we have missed any steps in the process of reproducing the issue from TE-end

That's correct. I can repro the issue with the given codepen sample. Ella would you be able to take a look?
I believe we send a synthetic mouse move to update the states internally on pageload. But I guess we might be missing it for when inner frames are reloading.
