[NTP] The first row of tiles on Non-Google pages could have a larger min space on top to be balanced in a smaller window state

Issue description

Chrome Version: Canary 64.0.3265.0
OS: macOS 10.12.6

What steps will reproduce the problem?
(1) Change the default search engine to Yahoo
(2) Open the NTP
(3) Shrink the window to a smaller state
(4) Take a look at the top of the 1st row

What is the expected result?
The top of the first row could have the same min space like the min space on left/right/bottom, to be not so close to the Bookmarks Bar.

What happens instead?
The top of the first row is too close to the Bookmarks Bar. It doesn't look balanced with the left/right/bottom min space in a very small window state.

Please use labels and text to provide additional information.

Screenshots are attached.

I see this on Mac, but I think this is on all desktop OS'es the case.

This looks unbalanced because we need to leave space for the "Tile removed - undo, restore all" message that pops up when you delete a tile.

+maxwalker should we add some extra spacing at the top?
