Avatar on login page rendered with very low contrast

Issue description

UserAgent: Mozilla/5.0 (X11; CrOS x86_64 10106.0.0) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/64.0.3261.0 Safari/537.36
Platform: 10106.0.0 (Official Build) dev-channel eve

Steps to reproduce the problem:
1. Set an avatar for the person using the device
2. Observe the appearance of the avatar in the dock menu, Chrome settings menu for that person, etc.
3. Lock the screen / reboot the machine, note that the chosen avatar is displayed, but in such low contrast that detail is barely visible.

What is the expected behavior?
The avatar is displayed correctly and identically to how it appears elsewhere for that user.

What went wrong?
Interestingly, I only noticed this when switching from a Pixel (2015) to a new Pixelbook.  Side-by-side, for the same domain-enrolled user, the Pixel (2015) correctly displays the avatar on the login page but the Pixelbook does not.
