NTP Tiles completely missing in work profile

Grace reported this situation to me during an 1:!

After FRE on a work-profile Chrome, there are content suggestions but no NTP Tiles (not even a blank space). Does it WAI?

(This has been witnessed once, Grace has not tried to reproduce this bug.)

Work profiles should get popular sites. I tried to repro and couldn't.

I don't think we can do much without more details so let's keep this open for a while and close it unless we hear similar reports.
