Some LockScreenNoteTakingTests fail with views-based lock

LockScreenNoteTakingTest.Launch, DataCreation, and DataAvailableOnRestart all fail with views-based lock screen. They are disabled with views-based lock turned on by default.

I've changed it so that instead of disabling the tests they are force webui lock screen.
