interstitial.ssl_error_handler seems broken since 2017-10-28

HANDLE_ALL bucket should normally be around 50%, but it's gone above 80% twice in the last two weeks.

Checking total counts in those days on Canary, the counts for everything else stayed at their usual levels, and HANDLE_ALL spiked (to 500-700% its usual number of records), so it seems there's a case where HANDLE_ALL is being recorded when it shouldn't (as opposed to one of the other values dropping on those days).

Assigning to meacer, feel free to reassign if appropriate.
