Win zenbook perf does not run perf tests? |

Issue descriptionI am suprised that this builder has always been green: https://build.chromium.org/p/chromium.perf/builders/Win%20Zenbook%20Perf More inspection shows that we have never scheduled anything here: https://build.chromium.org/p/chromium.perf/builders/Win%20Zenbook%20Perf/builds/23085 The fact that no one complains about this is an indication that we can just kill this builder?

We scheduled things on this a long time ago, but it was very flaky, so we got rid of the bots, and just left it up. Removing it takes a master restart, which we didn't really want to do. I'm fine with removing. Emily added it back in the day I think?
