Report Event.Latency.Scroll(Begin/Update).Input_Modality.TimeToHandled as part of overall 
TimeToScrollUpdateSwapBegin in UKM.

Add TimeToHandled & IsMainThread input ukm metrics

Add submetric TimeToHandled and also whether the
whole scrolling event happened on main vs impl
to the scrolling UKM events.
