Issue descriptionUserAgent: Mozilla/5.0 (X11; CrOS x86_64 9765.85.0) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/61.0.3163.123 Safari/537.36 Platform: 9765.85.0 (Official Build) stable-channel caroline Steps to reproduce the problem: 1. Open a maximized Chrome browser window 2. Open an Android app and make it full screen with the full screen key (5th from the left on top row) 3. Press Alt-Tab to go back and forth between the two windows What is the expected behavior? Every time you press Alt-Tab the window is switched to the other window What went wrong? Many if not most times, it takes two presses of Alt-Tab to move from the Android app to the Chrome window. Did this work before? N/A Chrome version: 61.0.3163.123 Channel: stable OS Version: 9765.85.0 Flash Version: 27.0.0.170

Fullscreen app can consume alt-tab (like chrome remote desktop). Maybe it's consuming it once for some reason?

#2 Have you tried to reproduce it? It is not only this app that does this. Kindle does it too.

#2 I've confirmed this behavior on five Android apps - System Panel, Google Play Store, Kindle, Squid, and RealCalc. It seems clear it's not an app-specific issue. Alt-Tab sometimes works the first time but often it takes two tries, especially after using the app for a bit.

Have also confirmed this behavior from Skype for Business. Can you please take a look at this?
