Unable to drag anything from webview to host window

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10.13; rv:56.0) Gecko/20100101 Firefox/56.0

Steps to reproduce the problem:
1. Unpack attached crx
2. Load it in Chrome/Chromium >= 57
3. Try to drag anything from the webview to the upper part of the window
4. After playing with it, dragging items from different sources (desktop, other browser, etc...) it jams completely

What is the expected behavior?
Upper part of the window should receive dragenter, dragover, dragleave events and you should see the upper part of the window react to it

What went wrong?
No drag* event is detected

miloslav.mrvik@ Thanks for the issue.

Tried this issue on Mac OS 10.12.6 using the latest Canary 64.0.3265.0 by following the below steps.

1. Launched Chrome and loaded the given crx file in chrome://extensions.
2. Dragged few files from desktop and can see no errors/issues. We can open the files by dragging and dropping on Chrome browser.
Attached is the screen cast for reference.

Request you to please check and confirm if anything is missing from our end. Attaching screen cast which has the steps followed to repro this issue will be helpful.

Also request you to update chrome to the latest version, retry this issue and update the behavior.

Able to reproduce the issue on Windows 10, Ubuntu 14.04 and Mac 10.12.6 using chrome stable version #62.0.3202.94 and latest canary #64.0.3268.0.
