Regression : Network is not connected in Sign-out screen after disconnecting and configuring to Wi-Fi in Sign-in screen

Issue description

Chrome Version: 64.0.3262.2/10114.0.0 dev-channel Kip,Peppy and Paine
OS: Chrome

What steps will reproduce the problem?
(1)Sign into User -> Click on  Uber Tray -> select Network and click on connected Network -> navigates to Wi-Fi connected in chrome://settings
(2) At Wi-Fi connected network click on 'FORGET' -> Wi-Fi gets disconnected ->Now again try to connect network
(3)Network is connected -> Now Sign -out and observe network is not connected (Please refer Video)

Note : Waited up to 4-6 min and observed Wi-Fi is disconnected

Expected: Wi-Fi should get connected in Sign-out screen after disconnecting and configuring to Wi-Fi in Sign-in screen
Actual: Instead 'No network is seen at Network in Uber Tray 

This is regression issue working fine in M-60

"GoogleGuest-LegacyPSK" was originally shared (note the "Other users of this device can use this network" in the details screen.

When it was forgotten, that removes the configuration (including stored passphrase) from the device (shared) profile.

When re-connecting to "GoogleGuestLegasyPSK" the "Share this network with other users" box was not checked, so the credentials were only stored for the active user.

Thus when signing out the network is disconnected and can not be connected from the login screen without entering credentials.

This is WAI.
