Device enumeration caching depends on the SystemMonitor sending all update events correctly.
On some platforms, it is not clear that this is the case. 
A feature flag would be useful to ease debugging of SystemMonitor and device enumeration issues, and at the same time provides a simple mechanism to disable caching on platforms where it does not work correctly.
