Media Engagement: record site muting and recently audible significant playback drop

MEI uses site muting to drop playback and recently audible. Both are not used by Watch Time and can be the cause for difference in numbers. We should record how often they happen in order to see if the discrepancy in the data can be assigned to those.

(Also, we should be able to use WasRecentlyAudible on Android.)
