Tibetan character does not render correctly

Issue description

UserAgent: Mozilla/5.0 (Windows NT 6.1; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/61.0.3163.100 Safari/537.36

Example URL:
www.google.com

Steps to reproduce the problem:
1. Go to google.com or any page containing an input text box.
2. Type '6' i.e. any numeral/symbol. Then type tibetan character
3. Observe that tibetan character does not render properly.

Please have a look at the attached video for more details.

What is the expected behavior?
Character should render correctly.

What went wrong?
A square box gets shown.

Does it occur on multiple sites: Yes

Is it a problem with a plugin? No 

Did this work before? N/A 

Does this work in other browsers? Yes

Chrome version: 61.0.3163.100  Channel: n/a
OS Version: 6.1 (Windows 7, Windows Server 2008 R2)
Flash Version: 

This is a chromium regression and bisect range is 355798 (Issue does not happen) - 355809 (Issue happens).

It looks like a regression caused by the patch:
https://chromium.googlesource.com/chromium/src/+/9f6a2b03ccb7091804f173b70b5facff7dffbd61 (Commit : 355800)

Also it can be noted that the tibetan character renders properly if typed alone or typed alond with alphabet. Problem occurs when we type it after a numeral.

Unable to reproduce this issue on Windows-10 using chrome latest stable #62.0.3202.89 by following steps mentioned in the original comment, no rendering issue is observed while typing Tibetan characters in the text box. Adding appropriate label for further triage.
