Regression: Blur font is seen after double clicking outside the overlay in md-settings

Issue description

Chrome Version : 64.0.3264.0 c555c442306ca8d68cf0d53d4a3b1adabfd25295-refs/heads/master@{#515409} 32/64 bits
OS : Mac(10.12.6)

What steps will reproduce the problem?
1. Launch chrome, navigate https://www.flipkart.com/
2. Go to chrome://settings/onStartup > 'Use current pages'
3. Click on 'More actions' icon > 'Edit' (Edit page overlay appears)
4. Click anywhere on the overlay, now double click outside the overlay and observe the fonts

Actual: Blur font is seen after double clicking outside the overlay in md-settings
Expected: Blur font should be seen proper

This is a regression issue broken in ‘M-64’ and using the per-revision bisect providing the bisect results,
Good build : 64.0.3249.0 
Bad build : 64.0.3250.0

You are probably looking for a change made after 511578 (known good), but no later than 511579 (first known bad).

It looks like a mac-overlay bug, I cannot reproduce it on linux with mac flags. It is likely that the scale is not updated across animation.

I'm not able to reproduce the bug on mac (10.12.6) with the newest canary (64.0.3274.0). The blurred text was back to normal when the animation ends.
