Regression:Unnecessary blink of scrollbar is seen when maximizing the gallery window

Chrome Version:64.0.3262.2/10114.0.0 dev-channel Kip,Peppy,Paine
OS:Chrome OS

What steps will reproduce the problem?
(1)Sign into user ->Open Camera app in minimized window->take some pics(about 17/18)
(2)Go to gallery->now Maximize the window and Observe blink of scrollbar(please refer video)

Actual:Unnecessary blink of scrollbar is seen when maximizing the gallery window
Expected:No such blink of scrollbar should be seen

This is a Regression issue as same is working fine in M-58

Note:Issue is not seen in Windows.Linux OS
