ADD Button Doesn't Activate When Entering an Address |

Issue descriptionChrome Version: M64 OS: CrOS What steps will reproduce the problem? (1) Connect to WiFi with mDNS printers (2) Open chrome://settings/cupsPrinters (3) Click ADD PRINTERS What is the expected result? Entering a valid printer configuration activates the ADD button What happens instead? Sometimes, the ADD button doesn't activate. Also, the Protocol might be blank. The ADD button doesn't activate until you switch to nearby and switch back. Please use labels and text to provide additional information. For graphics-related bugs, please copy/paste the contents of the about:gpu page at the end of this report.

This bug no longer seems to be reproducible in version 66.0.3328.0 I recently made a change to the UI which activates the add printers button only when the user has entered a name and a valid address for the printer, and I believe that this change also happened to fix this one.
