It is possible to open a window larger than the screen

Issue description
UserAgent: Mozilla/5.0 (Windows NT 6.1; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/62.0.3202.89 Safari/537.36
Steps to reproduce the problem:
1. Open DevTools.
2. Type "window.open("https://bugs.chromium.org/", null, "width=10000,height=10000");"
3. Run it.
What is the expected behavior?
Window size equals available screen size (desktop size without taskbar and window borders).
What went wrong?
Right and bottom sides of the window are out of the screen.
Did this work before? Yes 31
Does this work in other browsers? Yes
Chrome version: 62.0.3202.89 Channel: stable
OS Version: 6.1 (Windows 7, Windows Server 2008 R2)

"Able to reproduce this issue on reported version 62.0.3202.89, latest stable 64.0.3202.94 using Windows 10 and the issue is seen from M-50 (50.0.2641.0). Hence considering this issue as Non-Regression and marking it as Untriaged. Hence removing Needs-bisect label. Note: Not able to reproduce this issue on Linux 14.04 and Mac 10.12.6"
