device toolbar not scalable

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_13_1) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/62.0.3202.89 Safari/537.36

Steps to reproduce the problem:
1. option+cmd+i (open developer tools)
2. cmd+shift+M (toggle device toolbar)
3. change the width of left panel

What is the expected behavior?
the option on the upper right corner should always exists

What went wrong?
when the left panel become shorter  , option disappeared

Did this work before? No 

Chrome version: 62.0.3202.89  Channel: n/a
OS Version: OS X 10.13.1
Flash Version: Shockwave Flash 27.0 r0

Able to reproduce this issue on Windows-10, Ubuntu 14.04 and Mac OS 10.12.6 using chrome latest stable #62.0.3202.89 by following steps mentioned in the original comment. 

This behavior is seen on chrome older version of M50 #50.0.2624.0 as well, considering this issue as feature and marking it as untriaged.
