Issue descriptionUserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_11_6) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/64.0.3260.2 Safari/537.36 Steps to reproduce the problem: 1. Have correct chrome policies in place *Valid ExtensionInstallWhitelist *Valid ExtensionInstallSource 2. Try to sideload (.crx) extension 3. Error saying :This extension may have been corrupted. 4. Tried loading unpacked extension with same source code and it loads. What is the expected behavior? Same .crx file works in non-dev or non-beta channels What went wrong? Extension is disabled with a message. This extension may have been corrupted. Did this work before? N/A Chrome version: 64.0.3260.2 Channel: dev OS Version: OS X 10.11.6 Flash Version: Shockwave Flash 27.0 r0

It is a non chrome-store private extension and distributed through chrome policy. Does beta and dev channels always block non chrome-store extensions?

I even tried packing a crx from the Google WebExtensions Samples from https://developer.chrome.com/extensions/samples . Chrome still raises warning that the extension is corrupted and blocks it.

sabarish.raghu@ Thanks for the issue. Tested this issue on Mac OS 10.12.6, Windows 10 and Ubuntu 14.04 using the reported version 64.0.3260.2, latest Canary 65.0.3307.0 and latest Stable 63.0.3239.108 and unable to reproduce the issue by following the below steps. 1. launched Chrome and navigated to https://developer.chrome.com/extensions/samples as per comment #5. 2. Downloaded a sample extension and loaded the unpacked extension in chrome://extensions. 3. Can load the extension without any issues and see the extension icon on the tab strip as well. Attached is the screen cast for reference. Please check and confirm if anything is missed from our end in reproducing the issue. Also request you to please retry the issue on a new chrome profile without any flags/extensions and update the thread with the observations. Thanks..
