Avatar button needs to obey Fitt's law

Issue description

In a maximized chrome window, trying to click the pixels above the avatar button won't trigger it.  The min/max/close buttons do not have this issue.  This was broken sometime around M60.

I don't think this is a problem because the user can click on the avatar button itself as its boundary is clearly visible.

But still, the Fitt's law can be made applicable to this and if that's the case then I would like to work on it.
