Issue descriptionIssue 723767 tracks addition of a Hard Faults column to Task Manager, with a Windows-only implementation initially. It should be possible to implement the column for Linux & ChromeOS using the "major faults" value from /proc/../stat.

Note that we have a load of metrics under base::ProcessMetrics which read /proc/../stat etc once-per-metric; it would make sense to implement e.g. some short-lived cache, to read only one per refresh cycle.
