Fullscreen button does not work |

Issue descriptionChrome Version: 64.0.3263.0 VrCore: 1.10.172754103 OS: Android N Device: Pixel *repro's on Youtube videos, Vimeo videos, and the fullscreen button on permission.site *Does not happen on Chrome 63 What steps will reproduce the problem? (1) go to m.youtube.com (2) enter Chrome VR (place device in Daydream headset (3) select video to play with controller (4) click on the fullscreen button in the video player with the controller. What is the expected result? Video is presented fullscreen in the content area. What happens instead? Nothing. Clicking has no effect at all.

This may have been fixed by Issue 781389 being resolved, as that was causing interaction to not work properly in VR.

I think bsheedy's patch fixes this. I can't repro it on trunk and verified that its broken when I revert his patch. dbbrooks, can you verify that its working now?
