Talkback does not scroll to correct view

Issue description

Chrome 62.0.3203.84
Android 8.0.0 Pixel Build/OPR1.170623.034

When a panel animates in, the talkback view of the controls is some intermediate state of the animation, so swiping through controls shows the ouline in the wrong place.

Repro:
  Activate talkback
  open attached talkback_bug.html
  swipe once to focus the body
  double tap to activate body
  when animation completes, swipe once to focus a button

expected:
  green box oulines the buttons

actual:
  green box in on the far edge of the screen where the button was early in the animation sequence.

Able to reproduce the issue as per the steps mentioned in the original comment.

Chrome versions tested:
62.0.3202.84, 64.0.3263.0, 59.0.3030.0

OS:
Android 8.1.0 and 8.1.99

Android Devices:
Android 8.1.99 Pixel Build/PPR1.171102 and Android 8.1.0 Pixel XL Build/OPM1.171019.007

Steps Followed:
1. Activate talkback
2. Opened the sample file talkback_bug.html 
3. Swipe once to focus the body
4. Double tap to activate body
5. Double tap on any of the button.

Observations: Green box is displayed on far edge of the screen.

Untriaging this issue as the issue is reproduced from Chrome #59.0.3030.0.
