A11Y: JAWS and NVDA do not announce Chrome channel when changing windows

Issue description

Windows Version: 10.0.14393 Build 14393

NVDA: Version 2017.3
JAWS Professional: Version 2018 (build 1710.42 ILM) 

Chrome versions:
64.0.3262.0 (Official Build) canary (64-bit) (cohort: Clang-64)
63.0.3239.40 (Official Build) beta (64-bit) (cohort: Beta)

# Open a Chrome Canary new tab 
# Open a Chrome Beta new tab
# With JAWS running, cycle between windows with alt+tab
# Notice that JAWS announces "New Tab - Google Chrome" for Beta and Canary

# With JAWS running, focus the "Running applications" toolbar (windows taskbar)
# Press right arrow to locate both Chrome icons
# Notice that jaws announces the Chrome channel here: 
"Google Chrome Canary - 1 running window button menu"
"Google Chrome Beta - 1 running window button menu"

# NVDA presents the same results.

What should happen:
Screen readers should announce the Chrome channel when changing windows.

Add profile and channel info to accessible window title.

Screen reader users rely on the accessible window title to quickly
switch between multiple open windows. To aid power users who use
multiple profiles and Chrome channels, include the avatar name and the
Chrome channel to the accessible window title. The most common case of
a single profile and stable channel is unchanged.

This fix does insert the name and channel into the window title, but is not in the title read when alt+tabbing between open programs.

Having it in the title this way is confusing. It appears as if my name is in every website title: "David: 783479 - A11Y: JAWS and NVDA do not announce Chrome channel when changing windows - chromium - Monorail - Google Chrome Canary"

I would prefer: "783479 - A11Y: JAWS and NVDA do not announce Chrome channel when changing windows - chromium - Monorail - Google Chrome Canary - David"
I can put the username at the end instead of the beginning.

I'm not sure if there's much more we can do on our end to help with window switching. I reached out to NV Access & VFO to see if they know of more we can do.

Tweak to accessible window title.

Based on initial user feedback, move the user profile name to the end,
and don't ever include it if there's only one profile.
