LINK device can't decode 4k clearkey video (lack of widevine 4k resources so don't know if it repro on widevine as well)

Issue description

Chrome Version: 64.0.3261.0
OS: CrOS

clearkey 4k video is not decoded. This bug NOT repro on disable H/W decoding.
This bug not repro on Win or Mac, only repro on LINK device. I am not sure if it repro on other CrOS device.

What steps will reproduce the problem?
(1) navigate to https://shaka-player-demo.appspot.com/demo/#asset=//media.axprod.net/TestVectors/v7-Clear/Manifest_MultiPeriod.mpd;lang=en-US
(2) wait for video play
(3) at about 0:08 timestamp, resolution is changed to 4k

What is the expected result?
video playback proceed

What happens instead?
Shaka Error MEDIA.VIDEO_ERROR(3,PIPELINE_ERROR_DECODE: video decode error)

I suspect this is again a content issue. See issue 591522.

posciak/sandersd/kqyang: What's the easiest way to check whether a content is good or not, e.g. having gaps in frame_num etc?
