What steps will reproduce the problem?
(0) Make a Google search (ie. "cats").
(1) Make phone offline (airplane mode, wifi off, etc).
(2) Try to download a link from the Google Search page.
(3) Put the phone back online.

What is the expected result?
Downloads initiated offline via Chrome Home's list of suggested webpages or navigating to a page and pressing the "download when online" button results in the download being put in pending and then automatically resumed after being reconnected to the internet.

What happens instead?
Downloads initiated offline via the context menu of a long press (ie. one of the links on a Google search for cats) results in the download being paused. When the phone is reconnected to the internet, the download does not automatically resume.
