Developer tools incorrectly show compressed size

UserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/62.0.3202.75 Safari/537.36

Steps to reproduce the problem:
1. Open Dev Tools
2. Go to https://s3.amazonaws.com/chromebugs/compress/zeroes.html

What is the expected behavior?
The size in network tab is ~10KB.

What went wrong?
The size in the network tab is 9.5MB.

Did this work before? N/A 

Chrome version: 62.0.3202.75  Channel: n/a
OS Version: 
Flash Version: Shockwave Flash 27.0 r0

Hm, that's a little large. A more manageable example: https://s3.amazonaws.com/chromebugs/compress/zeroes-small.html

Should be ~1kb, but Chrome shows ~90kb.
