system_health.common_desktop failing on multiple builders

Labs, can you fix that? I think there's a labs fix for that?

Other two bots might need the same fix? They didn't have the same screenshot but maybe it's the same problem.

This is common across the fleet for Mac Minis and Mac Pros.

No laptop would show this (Mac Air and Mac Retina), so if its failing there, the keyboard popup is not the cause.
The keyboard assistant is there as these mini's are connected up to a kvm and the os can't identify the usb keyboard being offered up via the cim?   As Bryce said this is common.

What are our options?
- Do nothing and hope the problem goes away
- Reimage and to see if that fixes the problem
- Something else?

I did re-image the swarming slave behind https://build.chromium.org/p/chromium.perf/builders/Mac%2010.11%20Perf (see  crbug.com/781281 ) and it is no longer dying when running system_health.common_desktop.   It is still failing other tests though.
