[Findit] Flake Analyzer - Add configurable value for reruns to confirm flake.

Right now we rerun a default of 30 iterations. This value should be configurable so it can be tweaked without having to make a code change.

reruns now call into DetermineapproximatePassRatePipeline which dynamically determines these values as needed, so no change needed here.
