Verify Email Produces 404 Error

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/62.0.3202.89 Safari/537.36

Steps to reproduce the problem:
1. Registered account
2. Received Email Verification from chrome-noreply@google.com
3. Clicked lick https://devicemanagement.google.com/signup/emailverification?verification_token=CLTVTWKCWAPCIZQNCSLLEFKJZQLDVUSU&domain;_prefix=retailmerchantservices&root;_domain=deviceadmin.goog

What is the expected behavior?
Verify Password

What went wrong?
Error 404
