6.1%-34.7% regression in webrtc_perf_tests at 20588:20593

Vp8 and vp9 simulcast/svc encode performance is degraded on android.

This cl is probably responsible. PTAL.

That CL is not used or even compiled for webrtc_perf_tests. I verified by reverting the CL locally and recompiling. 

I looked at the range 20588:20593 but couldn't find anything that looks suspect, sorry.
