Font size on chrome://flags page doesn't change.

Issue description

Chrome Version: 64.0.3263.0 (Official Build) fd1e89557fa78a467061f732a8473fd863a89b1a-refs/heads/master@{#515052} 32/64-bit.
OS: Windows (7,8,8.1,10),Linux (14.04 LTS),Mac OS X(10.12.6,10.13.2).

What steps will reproduce the problem?
1. Launch Chrome, go to chrome://settings/appearance page.
2. Change the font size to 'Very small' from drop-down list.
2. Now, navigate to chrome://flags page and observe the content of page.

Font size doesn't change.
Font size should get changed.

This is a non-regression issue, seen from M-63 series build #63.0.3235.0

The setting changes the *default* font setting. The flags page explicitly sets a size which takes precedence. This is by design.
