Non-Regression : 'Bookmarks' option is seen missing for PDF in 'General Info' page in minimized mode windo

Issue description

Chrome Version: Chrome Version: 63.0.3239.42/10032.32.0 beta-channel Daisy,Reks and Candy
OS: Chrome

What steps will reproduce the problem?
(1)Sign into User ->Download PDF for which 'Bookmark' option is available, go to above PDF URL and download it
(2)Click on 'SHOW IN FOLDER' ->Files App opens in Minimized mode ->Now select downloaded PDF 
(3)Right click on it and select 'Get info' option -> Now observe 'Bookmarks' option is seen missing in minimized mode (Please refer Video and Screenshot)

Note: 
1)Even on dragging 'Bookmarks' option is not seen and when dragged to extreme L.H.S option is seen
2)When window is maximized 'Bookmarks' option is seen

Expected:  'Bookmarks' option should be seen in minimized mode for PDF in 'General Info' page
Actual: Instead  'Bookmarks' option is seen missing in minimized mode

This is Non-Regression Issue seen from M-57

Status: WontFix (was: Assigned)
This should be WAI.
The buttons on the PDF toolbar will be hidden depending on the width of the PDF content area.
This reproduces even when a PDF file is opened in Chrome browser.
(If the width is even narrower, the 'Rotate' button will be hidden.)
