What steps will reproduce the problem?
(1)Sign into user >>Open chrome://settings/changePicture page >>Click to 'Take photo' 
(2)Beside picture previews , do multiple clicks and Observe weird selection (Kindly refer video)

Actual: Unnecessary selection is seen when camera is in active mode
Expected: No such unnecessary selection should be seen when camera is in active mode

This is a Regression issue as same is working fine in M-60

Note: Issue is not seen in Linux,Windows OS
