vp9 profiles are duplicated in about:gpu

Device name: Pixel 1

From "Settings > About Chrome"
Application version: Chrome Canary 64.0.3262.0
Operating system: Android 8.1.0

URLs (if applicable): about:gpu

Steps to reproduce:
(1) Go to about:gpu
(2) Check out "Video Acceleration Information" section

Expected result:
"Decode vp9 profileX" lines should appeared only once. 

Actual result:
"Decode vp9 profileX" lines show up twice.

Status: Assigned (was: Unconfirmed)
ATM I'm just dumping the |profile| and |max_resolution|
fields of [1], I guess these duplicates defer in either
of the other two fields. Will clean up :-)

chrome://gpu: add encrypted to video acceleration info

This CL adds some extra info re. support for encrypted streams to
the chrome://gpu video acceleration entry, to avoid the duplication
of formats described in the bug.
