Regression: Bookmark icon disappears on refreshing chrome://bookmarks/ page using touch.

Issue description

Chrome Version: 64.0.3263.0 (Official Build) fd1e89557fa78a467061f732a8473fd863a89b1a-refs/heads/master@{#515052}(64-bit)

OS: Win(!0 Touch Device).

Steps to reproduce:
1. Launch Chrome, go to chrome://flags and enable material design flag for bookmarks.
2. Go to chrome://bookmarks/ and refresh the page using touch multiple times.
3. Observe.

Actual Result: Bookmark icon disappears on multiple refresh using touch.
Expected Result: Bookmark icon should not disappear on multiple refresh using touch.

This is regression issue broken in ‘M-61’ and below per-revision bisect result

Using the per-revision bisect providing the bisect results,
Good Build:  61.0.3159.0 (Revision:486996)
Bad Build: 61.0.3160.0 (Revision:487322)

You are probably looking for a change made after 487027 (known good), but no later than 487028 (first known bad).
