Non-Regression: Focus is missing on UPDATE,CANCEL buttons of play store notifications while tabbing

What steps will reproduce the problem?
(1)Sign into user >>Open Google Playstore 
(2)Click on any app installation notifications of Playstore >>Press Tab and Observe (Kindly refer video)

Actual: Focus is seen missing on UPDATE,CANCEL buttons of play store notifications 
Expected: Focus should be seen

This is a Non-Regression issue seen from M-60

Note:Issue is not seen in Windows,Linux

This is a very long standing issue. Currently we don't have a mechanism to traverse tabs between ARC and Chrome.
