Regression:Ghost text overlaps after double clicking on password field.

Chrome Version:  64.0.3263.0 Revision fd1e89557fa78a467061f732a8473fd863a89b1a-refs/heads/master@{#515052} (32/64 bit)
OS: Windows (7,8,8.1,10)

What steps will reproduce the problem?
(1)Launch chrome and login to https://twitter.com/ with valid credentials.
(2)Click 'save' button from password bubble,logout from twitter.
(3)Click on 'sign up' button and double click on password field and observe.

Actual: Ghost text overlaps after double clicking on password field.

Expected: Ghost text should not appear after double clicking on password field.

This is a regression issue broken in 'M64' and below is the manual bisect info.

You are probably looking for a change made after 509960 (known good), but no later than 509961 (first known bad).
