Major: Fullscreen F11 vs. New Tab CTRL+T

Issue description

UserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/62.0.3202.89 Safari/537.36

Steps to reproduce the problem:
1. Choose Fullscreen F11
2. Make new tab CTRL+T
3. Attempt to type "example.com" into the URL bar in the middle of the
screen. Cannot type anything.
(Yes can paste a URL into that box but doesn't help in getting to that webpage...)
4. Toggle back out of Fullscreen F11
5. Repeat step 3. No help.

What is the expected behavior?

What went wrong?
Cannot browse webpages.

Yep, it's a very bad UX, already reported in issue 676532.
