Regression: Hangouts window gets closed after ending webview process.

OS: Windows(7,8,10),Mac(10.12.6, 10.13.2),Linux(14.1LTS)

What steps will reproduce the problem?
(1) Launch chrome, navigate to above URL and click on ADD TO CHROME button.
(2) Launch Hangouts app, open Task manager and End process of Webview.
(3) Observe Hangouts window.

Actual: Hangouts window gets closed after ending webview process.

Expected: Hangouts window should not get close after ending webview process and also reload it.

This is a regression issue, broken in 'M61' will soon update the other info:

You are probably looking for a change made after 477356 (known good), but no later than 477357 (first known bad).
CHANGELOG URL:
The script might not always return single CL as suspect as some perf builds might get missing due to failure.
