Regression :Cursor does not change accordingly while hovering on ‘sign in to chrome overlay’.

Issue descriptionChrome Version:64.0.3262.0 (Official Build) d4f91d118274c0f0583e7a6f196be6c48da4acc9-refs/heads/master@{#514703} OS:Mac(10.12.6,10.13.2). Steps to reproduce: 1.Launch chrome ,open NTP and Click on bookmark icon in omnibox. 2.On bookmark bubble click on 'sign into chrome' link. 3.On sign in overly mouse hover on close icon(x) and observe. Actual Result:Cursor does not change accordingly while hovering on ‘sign in to chrome overlay’ when navigating through bookmark bubble. Expected Result:Cursor should change accordingly while hovering on ‘sign in to chrome overlay’ when navigating through bookmark bubble. This is Regression issue broken in 'M-64' and Using the per-revision bisect providing the bisect results, Good Build:64.0.3257.0 Bad Build:64.0.3258.0 You are probably looking for a change made after 513738 (known good), but no later than 513739 (first known bad).
