Persistent Bookmark Bar on Home Page looks too much like the real Bookmark Bar

Issue descriptionUserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/62.0.3202.89 Safari/537.36 Steps to reproduce the problem: Assume the user has successfully turned off the Bookmarks Bar in settings, so that e.g., when he opens http://example.com/ in a new tab or window he sees none of his bookmarks anywhere on the screen. Now assume he opens a new tab or window, using CTRL+T or CTRL+N. Immediately he thinks "Didn't I turn off those darn bookmarks? Why are they back?" He goes back into Settings and double checks. Nope, they are still off. OK, now he scrolls this Home Page. Indeed this Bookmarks Bar stays put at the top of the screen. Now using right click on it, he toggles on and off "Show Bookmarks Bar". This Bookmarks Bar just moves into the area above where it was, still visible. Fortunately the person is the next cubicle tells him to calm down, "Don't worry, the Bookmarks Bar will go away as soon as you browse a webpage." Conclusions: please make the persistent Bookmarks Bar associated with the Home Page when the Show Bookmark Bar setting is off look less like the Bookmark Bar. What is the expected behavior? What went wrong? User thinks his setting is being ignored. Did this work before? N/A Chrome version: 62.0.3202.89 Channel: stable OS Version: Flash Version:
