Reclaim Mac, Linox "Random Order" bots |

Issue descriptionWe removed the 3 "random order" bots from chromium.fyi in https://chromium-review.googlesource.com/719499 , but never actually told labs to reclaim the machines. Luckily (for me), that meant I could repurpose vm111-m1 for another reason (for the WinMSVC64 bot on chromium.win). However, we can go ahead and reclaim the other two: vm110-m1 and slave19-c1.
