Steps to repro
# launch ChromeVox
# Load any webpage in Chrome, we are using a Google Drive folder page and a Google Sheet
# Launch settings from the status bar 
# Note that this appears to the user to be a completely separate application with no relation to the other views currently open
# focus lands on the settings main menu (hamburger icon)
# press search + up arrow 
Expected: nothing happens, you are stopped.
I expected ChromeVox navigation to be limited to the current view - not including the window controls which I would expect to access via a window menu or other hotkey.

Actual:
Focus moves up to the window controls. 

# Press search+up arrow again
# Note that the orange focus rectangle has moved entirely into another view, tab, or window depending on the number of applications open.
# Notice that ChromeVox begins reading contents of this window
Expected: 
This should not happen.

Actual:
Focus lands in the open Google sheet which is in a completely different window than settings. However, the programatic focus has not moved from settings.
I have to press alt+tab to actually interact with the sheet.
