'Setting up Google Play...' screen seen as part of ARC++ opt-in

Chrome OS Version: 10109.0.0
Chrome OS Platform: 64.0.3261.0, dev build eve and coral santa devices

Steps To Reproduce:
1. New user sign in and open Playstore.
2. On Google Play Terms of Service screen, click on Agree.
3. Observe the following screen.

Actual Result:
'Setting up Google Play...
This may take up to a minute or so' screen is displayed. 

Is this a new change introduced in this build?  Because the correct one was shown on previous builds.

Expected Result:
Instead, 'Google Play Terms of Service...
This may take up to a minute or so' screen should be displayed.
