After waking from sleep, sender Cast dialog still shows active cast session.

Issue description

Component Extension: 6417.1106.0.0					
Chrome: 64.0.3260.2					
OS: Win 8

*Does not occur on Chrome 63
*Does not occur on Mac

What steps will reproduce the problem?
(1) Cast a tab e.g. google.com to a Chromecast
(2) Put the machine in sleep mode. 
(3) Wake the machine up and look at Cast dialog

What is the expected result? Cast dialog does not show an active session. When the computer went to sleep, the session tears down. So the dialog should just show the device list.

What happens instead? The session has ended on the receiver, but the sender still shows an active cast session (blue dialog, stop button, volume control, etc.)

Derek and I just tested this with In Browser Cast Discovery disabled and it does not repro. It only happens with it enabled. And it repro's reliably every time.

Discussed with Bin. With in browser Cast discovery, the extension does not re-query receiver status when channel is reconnected. To fix this, the extension can detect whether the browser-provided sinks' channel ID has been updated.
