Steps To Reproduce:
1. Complete OOBE, add user and complete ARC++ optin-in.
2. Open Playstore

Actual Result:
1. In both steps 1 and 2, Playstore auto installation was not triggered. Playstore 'Completing set up.....' notification was not seen. But, app syncing did happen.
2. Sometimes observed that Playstore auto dismisses itself.

Expected Result:
PAI should trigger after first time sign in.

This issue was not seen on other devices like caroline.
