Steps to reproduce the problem:
1. Mouse wheel does not scroll page. I must manually grab and drag the scroll bar

Expect mouse wheel to scroll page

What went wrong?
You tell me. This used to work but it no longer works.  Bug 704410  is closed and claims it's broken but I'm using the latest version of Chrome and it still doesn't work.
