Bring enabled Flags to the top of the list in chrome://flags/ |

Issue descriptionCurrently there is no list order for flags and it's cumbersome to look for enabled flags. Users either search for it or scroll. This is feature request to bring all the enabled flags to the top of chrome://flags list.

w.r.t. "ownership" we have: chrome/browser/OWNERS:per-file about_flags.cc=* chrome/browser/OWNERS:per-file about_flags_unittest.cc=file://components/flags_ui/OWNERS ---> ui/webui/PLATFORM_OWNERS but looking at components/flags_ui commits, I would suggest edwardjung@.
